Beste collega’s,

We zijn nu allemaal inmiddels twee weken thuis, noodgedwongen door de coronacrisis. En we merken dat jullie je allemaal zo goed en zo kwaad als het kan inzetten voor de HU. Daarvoor willen we jullie ontzettend voor bedanken, we weten dat een aantal van jullie ook in een lastige thuissituatie werkt, of in lastige omstandigheden omdat het gezin, naaste familie, vrienden zijn getroffen door COVID-19. We merken dat jullie dit goed oppakken, zo goed en zo kwaad als het kan. En we zien dat jullie elkaar ook helpen, adviseren en steunen. Blijf dit doen, ook in de komende tijd. En vergeet vooral niet de collega’s die misschien in een sociaal isolement verkeren, collega’s die re-integreren of ziek zijn en collega’s die beperkingen ervaren. We verkeren allemaal in dezelfde onzekerheid en dan is onze saamhorigheid en betrokkenheid een sterk anker voor iedereen.

Namens het College van Bestuur wil voorzitter Jan Bogerd, mede namens zijn mede-collegeleden Tineke Zweed en Wilma Scholten op Reimer, jullie een hart onder de riem steken.

Aangepast BSA door coronacrisis

De HSR en het CvB hebben samen de aanpassing van de OER besproken als het gaat om het in de praktijk brengen van de oproep van OCW om het BSA op te schorten. Concreet luidt de invulling van de HU als volgt:

Eerstejaars propedeusestudenten van het studiejaar 2019-2020 met minder dan 50 studiepunten krijgen vanwege de coronacrisis een opgeschort bindend studieadvies in plaats van een negatief bindend studieadvies. Dit vanwege de beperkte studeerbaarheid van het onderwijsprogramma.
In het studiejaar 2020-2021 moet iedere propedeusestudent die valt onder het bovenstaande minimaal 50 studiepunten uit de propedeuse halen. Daarbij tellen de studiepunten die in studiejaar 2019-2020 zijn behaald mee. Wie aan het einde van studiejaar 2020-2021 niet minimaal 50 studiepunten inclusief geoormerkte cursussen heeft behaald, krijgt aan het eind van het studiejaar een negatief bindend studieadvies.
Wie al in het studiejaar 2018-2019 een opgeschort studieadvies heeft gekregen en in 2019-2020 minder dan 50 studiepunten behaalt, krijgt in het studiejaar 2019-2020 een negatief studieadvies zonder bindende werking/afwijzing (opschorten van het bindend studieadvies mag op basis van de OER één keer).
Na ontvangst van het besluit tot opschorting van het studieadvies, krijgt elke propedeusestudent zo snel mogelijk een studieadvies-gesprek met zijn SLB-er of leerteambegeleider om dit studieadvies te bespreken.

Financiële effecten (voor studenten)

Met de sluiting van horeca en andere beperkende maatregelen die het kabinet heeft genomen, komt een aantal studenten in acute financiële problemen, bijvoorbeeld doordat ze tijdelijk niet kunnen werken. Studenten kunnen bij DUO tijdelijk per maand meer lenen. En dat kan ook met terugwerkende kracht, tot aan het begin van het studiejaar. Ook kunnen studenten nog collegegeldkrediet aanvragen. Studenten kunnen dit zelf regelen in mijn DUO. Als deze opties de problemen niet oplossen, dan kunnen studenten contact opnemen met DUO over de mogelijkheden. DUO betracht maximale coulance richting studenten die met financiële tegenslagen kampen door de coronamaatregelen. We krijgen ook vragen over het betalen van collegegeld: aangezien het onderwijs door blijft gaan, nu op afstand, en studenten de studie kunnen blijven volgen is er geen aanleiding om hier verandering in te brengen. De financiële gevolgen voor studenten zijn overigens ook onderwerp van gesprek tussen de Vereniging Hogescholen en het ministerie van OCW.

Afstuderen, stagebezoeken en diploma ophalen

Voor afstudeerders en studenten die hun diploma willen ophalen is de coronacrisis een forse tegenslag. Net als ze aan de laatste loodjes beginnen, vaak met een onderzoek waarvoor ze mensen interviewen of met een werkstuk dat bij de HU gemaakt wordt, is het heel lastig om dit te gaan uitvoeren. En ook als het diploma klaarligt, kunnen ze het niet ophalen. Helaas zijn de gebouwen van de HU gesloten en kunnen we hier geen gemakkelijke oplossing voor bieden. Afstudeerders kunnen het beste met hun opleiding contact opnemen over de mogelijkheden en advies, mogelijk alternatieve methoden of creatieve oplossingen. Als het een stage betreft is het niet mogelijk om een stagebezoek af te leggen, ook daar is wellicht een alternatieve vorm voor te bedenken door de opleiding. Voor studenten die het diploma willen ophalen is er helaas geen alternatief: zodra het mogelijk is kan het diploma opgehaald worden bij het STIP.

Kabinetsmaatregelen na 6 april 2020?

Het kabinet heeft eerder de maatregel genomen om de scholen te sluiten tot en met 6 april 2020. En inmiddels heeft het hoger onderwijs, ook de HU, aangegeven dat het afstandsonderwijs tot 1 juni 2020 zal worden voortgezet. Wat betekent dit voor docenten, opleidingsmanagement, de diensten en het ondersteunend personeel? We zullen daarvoor even moeten afwachten wat het kabinet komende dinsdag bekend gaat maken. Eerder heeft het kabinet al aangekondigd dat ze dan ook meer gaan zeggen over het onderwijs. Als we kennis hebben genomen van deze bekendmaking zullen we de informatie gaan interpreteren en bekijken wat de impact is voor de HU. En daarover zullen we jullie natuurlijk zo snel mogelijk informeren.

Tot slot

Zoals jullie zien proberen we de impact van de coronacrisis zoveel mogelijk te beperken. Daar zullen we nog heel wat voor moeten regelen en bedenken, zoals hoe de toetsen worden ingericht, welke alternatieve toetsen we kunnen ontwikkelen in korte tijd en hoe we afstudeertrajecten kunnen inrichten. Docenten, opleidingsmanagers en specialisten van de HU zijn hier elke dag mee bezig en we komen nu snel met concrete oplossingen. Ons doel is om jullie en de studenten zo goed mogelijk door deze moeilijke tijd heen te loodsen. Daar kunnen jullie op vertrouwen. Daarvoor vragen we ook jullie om een bijdrage te leveren: blijf elkaar helpen en zorg dat iedereen in beeld blijft.

Dear colleagues,

We have all been home for two weeks now, as a result of the corona crisis. And we notice that you are all committed to the HU as well as possible. Thank you very much for that, we know that some of you are also working in a difficult home situation, or in difficult circumstances because the family, close family, friends have been affected by COVID-19. We have noticed that you are doing this well, as well as can be expected. And we see that you also help, advise and support each other. Keep doing this, also in the near future. And don’t forget colleagues who may be in social isolation, colleagues who are reintegrating or sick and colleagues who experience disabilities. We are all in the same uncertainty which makes our togetherness and commitment a strong anchor for everyone.

Adjusted BSA due to corona crisis

The HSR (college council) and the Executive Board jointly discussed the amendment of the OER (education and examination regulations) when it comes to putting the ministry of OCW’s call to suspend the BSA into practice. In concrete terms, the interpretation of the HU is as follows:

First-year propaedeutic students of the 2019-2020 academic year with fewer than 50 credits will receive a suspended binding study advice instead of a negative binding study advice due to the corona crisis. This is because of the limited feasibility of the curriculum.
In the academic year 2020-2021, every propaedeutic student to whom the above is applicable must obtain at least 50 credits from the propaedeutic phase. The credits obtained in the 2019-2020 academic year also count. Students who have not obtained at least 50 credits including earmarked courses at the end of the 2020-2021 academic year, will receive a negative binding study advice at the end of the academic year.
Students who have already received a suspended study advice in the 2018-2019 academic year and who have obtained fewer than 50 credits in 2019-2020 will receive a negative study advice without a binding effec / rejection in the 2019-2020 academic year (suspension of the binding study advice may be based on the OER once).
After receipt of the decision to suspend study advice, each propaedeutic student will have a study advice meeting with his SLB (study career counselor) or learning team supervisor as soon as possible to discuss this study advice.

Financial effects (for students)

With the closure of the catering industry and other restrictive measures that the government has taken, a number of students are facing acute financial problems, for example because they are temporarily unable to work. Students can borrow more from DUO (Education Implementation Service)temporarily per month. And that can also be done retroactively, up to the beginning of the academic year. Students can also still apply for tuition fees. Students can arrange this themselves in my DUO. If these options do not solve the problems, students can contact DUO about the possibilities. DUO strives for maximum leniency towards students who are facing financial setbacks due to the corona measures. We also get questions about paying tuition fees: since education continues, now remotely, and students can continue their studies, there is no reason to change this. The financial consequences for students are also the subject of discussion between the Association of Universities of Applied Sciences and the Ministry of Education, Culture and Science.

Graduation, internship visits and collecting a diploma

The corona crisis is a major setback for graduates and students who want to collect their diploma. Just as they are in the final stages, often with a survey for which they interview people or with a paper that is made at the HU, it is very difficult to carry this out. And even if the diploma is ready, they cannot collect it. Unfortunately, the buildings of the HU are closed and we cannot offer an easy solution for this. Graduates should best contact their study program about the possibilities and advice, possible alternative methods or creative solutions. If it concerns an internship, it is not possible to make an internship visit, there may also be an alternative form to be found by the study program. Unfortunately, there is no alternative for students who want to collect the diploma: as soon as it is possible, the diploma can be collected at STIP (student information point).

Cabinet measures after April 6, 2020?

The cabinet has previously taken the measure to close the schools until April 6, 2020. And in the meantime, higher education, including HU, has indicated that remote education will continue until 1 June 2020. What does this mean for teachers, training management, services and support staff? We will have to wait and see what the cabinet will announce next Tuesday. The Cabinet has already announced that they will also say more about education. Once we have taken note of this announcement, we will interpret the information and consider the impact for HU. And of course we will inform you about this as soon as possible.

Finally

As you can see, we try to minimize the impact of the corona crisis. We will have to arrange and devise a lot for this, such as how the tests are organized, which alternative tests we can develop in a short time and how we can organize graduation projects. HU lecturers, training managers and specialists are working on this every day and we are now quickly coming up with concrete solutions. Our goal is to get you and the students through this difficult time as well as possible. You can rely on that. For this we also ask you to contribute: keep helping each other and make sure everyone stays in the picture.
