Beste collega’s,
We zien aan het gebruik van onze ICT-systemen dat jullie massaal thuis werken aan het afstandsonderwijs onderwijs en de ondersteuning daarbij. Inmiddels is het overgrote deel van het onderwijs nu online georganiseerd en wordt het in de praktijk gerealiseerd. Een megaprestatie! Gebruik vooral ook de hashtag #wijzijnHU op social media om elkaar te laten zien hoe we dit doen. De uitbraak van het coronavirus is voorlopig niet ten einde, we vermoeden dat het nog langer kan gaan duren dan we nu denken.
We zetten belangrijke informatie even op een rij:
Afstandsonderwijs tot 1 juni 2020
Afgelopen maandag heeft het kabinet besloten dat evenementen en samenkomsten tot 1 juni verboden zijn. Hierdoor is grote onzekerheid ontstaan over de vraag wat dit betekent voor de onderwijsactiviteiten van hogescholen en universiteiten. Studenten en docenten weten niet waar ze zich voor de periode na 6 april op moeten voorbereiden en vragen om duidelijkheid.
Wij hebben daarom vandaag besloten om ook na 6 april door te gaan met het geven van online onderwijs. Deze termijn wordt verlengd tot 1 juni. Mochten de coronamaatregelen van de overheid tussentijds versoepeld worden dan zullen de hogescholen en universiteiten bekijken welke vormen van onderwijs en toetsing binnen de dan geldende richtlijnen weer op de locaties van de instellingen kunnen gaan plaatsvinden.
Corona in de HU-gemeenschap
Inmiddels zijn we als HU-gemeenschap ook getroffen: meerdere studenten en collega’s hebben de ziekte COVID-19 dat veroorzaakt wordt door het coronavirus. Een aantal van deze mensen is erg ziek en soms ook opgenomen in het ziekenhuis. We hopen dat ze snel weer herstellen en thuis kunnen zijn. Als we vernemen dat studenten of collega’s getroffen zijn door COVID-19 dan kan de opleiding of management de directe collega-studenten en teams informeren. Het komt ook voor dat we niet op de hoogte worden gebracht en dan is informeren ook niet mogelijk.
Uitstel bindend studieadvies (BSA)
Zoals we jullie in het vorige bericht hebben gemeld, heeft het ministerie van OCW de hogescholen verzocht het uitbrengen van een afwijzend bindend studieadvies uit te stellen naar het tweede studiejaar. Hogeschool Utrecht volgt deze oproep en dat betekent concreet:
- Alle eerstejaars studenten in de propedeusefase van het studiejaar 2019-2020 krijgen vanwege de coronacrisis een opgeschort BSA in plaats van een negatief BSA. Dit omdat de studeerbaarheid van het onderwijsprogramma beperkt is.
- Dit betekent dat deze studenten in het komende studiejaar wel voldoende punten moeten gaan halen voor de propedeuse.
- Heeft een student vorig studiejaar (2018-2019) al een opgeschort BSA gekregen? Dan krijgt hij/ zij dit studiejaar een negatief advies zonder afwijzing. Er kan volgens de wet namelijk maar één keer een opschorting van de BSA gegeven worden, de student kan de opleiding dus voortzetten.
Iedere propedeusestudent krijgt zo snel mogelijk na het ontvangst van het besluit tot opschorting een gesprek met zijn Studie Loopbaan Begeleider (SLB) of leerteambegeleider om dit advies te bespreken.
Deze interpretatie en toepassing van de oproep van OCW om het BSA op te schorten is nog onder voorbehoud van instemming van de HSR. Bovenstaande is ook besproken met de HSR omdat de OER moet worden aangepast. De HSR heeft nog aanvullende vragen gesteld. Het CvB verwacht hier op kortst mogelijke termijn antwoord op te kunnen geven.
Toetsen
Een groot aantal vragen van jullie en studenten gaan over de toetsen die gepland zijn in de periode 6 tot en met 10 april. Opleidingen kunnen zelf besluiten om deze niet door te laten gaan. Deze worden dan op een later moment of in een nadere vorm ingehaald. Dit laten de opleidingen deze week weten aan de studenten. Ook voor de toetsen van de komende periode D geldt hetzelfde: opleidingen besluiten zelf wanneer en in welke vorm deze worden afgenomen. Zoals jullie weten zijn we hard aan het werk om bijvoorbeeld toetsen op afstand mogelijk te maken. Opleidingen kunnen ook kiezen voor een andere vorm voor een toets zoals een werkstuk of een alternatieve opdracht. Voor directeuren is het Regie Team Onderwijs beschikbaar die met advies en de instituten ondersteunt.
Stages
Het uitgangspunt is dat stages door kunnen gaan als de organisatie waar de student stage loopt open blijft. Het kan ook zijn dat de organisatie waar de student stage loopt beperkt open is, waardoor de student minder uren kan maken. We vragen deze studenten om de urenregistratie goed bij te houden. In overleg en afstemming met de stagecoördinator kan dan bekeken worden hoe er met de situatie kan worden omgegaan.
Als een student te maken heeft met een afgebroken stage omdat het bedrijf of de instelling gesloten is, dan hebben we nu geen pasklare oplossing. Op dit moment wordt er in de HU Gemeenschap en landelijk over gesproken, ook over welke oplossingen er zijn te bedenken. Zodra er meer duidelijkheid is laten wij dit weten.
Opleidingen kunnen er ook voor kiezen om de stageperiode anders in te richten, door bijvoorbeeld aangepaste opdrachten te ontwikkelen.
Instroom flexibele deeltijd opgeschort
Vanwege de kabinetsmaatregelen heeft het CMT besloten om de geplande start voor studenten in de flexibele deeltijd opleidingen per 1 april 2020 op te schorten. De eerstvolgende instroomdatum voor deelname aan flexibele deeltijdstudies is voorlopig bepaald op 1 september 2020. Gelet op de ontwikkelingen is instroom van nieuwe studenten ook een breder thema geworden waarop de HU zich voorbereidt. Denk aan het staken van de centrale examens en de eerdere besluiten rondom instroom van MBO-studenten.
Geen evenementen in HU gebouwen tot 1 juni 2020
Conform de nieuwe maatregelen van het kabinet die op maandag 23 maart 2020 bekend zijn gemaakt, verlengt de HU de periode waarin geen evenementen plaats kunnen vinden in de HU gebouwen, tot 1 juni 2020. Dit geldt ook voor eventueel geplande activiteiten van studie- en studieverenigingen.
Wachtwoord resetten en hulp bij thuiswerken
Het resetten van je wachtwoord is vanuit huis gewoon mogelijk. Je hoeft dus niet in een HU-gebouw aanwezig te zijn. Het is wel verstandig om hier een VPN-connectie bij te gebruiken. Inlog-spreekuur online onderwijs
We helpen je graag met het ontwikkelen van het afstandsonderwijs. Dit doen we via instructies en hulpmiddelen, maar ook via dagelijkse vraagsessies. Op werkdagen tussen 13:00 en 13:30 uur kan je inloggen op de teams vergadering via deze link. Daar kan je vragen stellen en instructies of hulp krijgen bij het ontwikkelen van afstandsonderwijs.
Tot slot
We merken dat iedereen nu moe wordt, dat ongeduld en frustratie toeneemt, dat we ons zorgen maken over naasten die ziek zijn of wat er om ons heen gebeurt. We willen zoveel mogelijk proberen om die zorgen weg te nemen als het gaat om je werkzaamheden en tegelijkertijd willen we jullie ook ondersteunen in deze situatie. Ook dat moeten we op afstand doen. Wat jullie zelf kunnen doen is samen een online community vormen die net als op de hogeschool een plek is waar je kunt werken en bijpraten. Waar je ook je verhaal kwijt kunt of even kunt leeglopen van al het gedoe. Ook is dienst HR beschikbaar voor support.
Laten we ook nu op afstand en online niet vergeten dat we samen als HU-gemeenschap deze moeilijke tijd doormaken.

Dear colleagues,
The use of our ICT systems show us that you work en masse at home on remote learning education and the support for it. The vast majority of education is now organized online and is being implemented in practice. A mega performance! The outbreak of the coronavirus has not yet come to an end, we suspect it may take even longer than we think now.
We list important information:
Remote learning until June 1, 2020
Last Monday, the cabinet decided that events and meetings are prohibited until June 1. This has created great uncertainty about what this means for the educational activities of universities of applied sciences and universities. Students and teachers do not know what to prepare for after 6 April and ask for clarity.
That is why we decided today to continue giving online education after April 6. This period is extended until June 1. Should the corona measures of the government be relaxed in the meantime, the universities of applied sciences and universities will consider which forms of education and testing can again take place at the locations of the institutions within the then applicable guidelines.
Corona in the HU Community
As a HU Community, we are now also affected: several students and colleagues have the disease COVID-19, which is caused by the coronavirus. Some of these people are very ill and sometimes hospitalized. We hope they recover soon and can come home. If we learn that students or colleagues have been affected by COVID-19, the study program or management can inform the fellow students and teams. It also happens that we are not informed and then information is not possible.
Postponement of binding study advice (BSA)
As we reported to you in the previous report, the Ministry of Education, Culture and Sports (OCW) has requested the universities of applied sciences to postpone the issue of negative binding study advice to the second academic year. Hogeschool Utrecht follows this call, which means in concrete terms:
- All first-year students in the propaedeutic phase of the 2019-2020 academic year will receive a suspended BSA instead of a negative BSA due to the corona crisis. This is because the feasibility of the curriculum is limited.
- This means that these students will have to earn enough points for the propaedeutic phase in the coming academic year.
- Did students already receive a suspended BSA last academic year (2018-2019)? Then they will receive negative advice without rejection this academic year. According to the law, only one suspension of the BSA can be given, so they can continue their education.
Each propaedeutic student will have a meeting with his Study Career Counselors (SLB) or learning team supervisor to discuss this advice as soon as possible after receipt of the suspension decision.
This interpretation and application of the ministry of OCW’s call to suspend the BSA is still subject to the approval of the HSR (college council). The above has also been discussed with the HSR because the OER (education and examination regulations) must be amended. The HSR has asked additional questions. The Executive Board expects to be able to answer this as soon as possible.
Tests
A large number of questions from you and students are about the tests that are planned in the period from 6 to 10 April. Study programs can decide not to continue. These will then be made up at a later time or in a more detailed form. The study programs will let the students know this week. The same also applies to tests for the coming period D: programs decide for themselves when and in what form they will be administered. As you know, we are working hard to make remote testing possible, for example. Programs can also choose a different form for a test, such as a paper or an alternative assignment. The Directorate for Education is available to directors, who provides advice and supports the institutes.
Internships
The starting point is that internships can continue if the organization where the student is doing an internship remains open. It is also possible that the organization where the student is doing an internship is open to a limited extent, so that the student can work fewer hours. We ask these students to keep a good record of the timesheets. In consultation and coordination with the internship coordinator, it is then possible to consider how the situation can be handled.
If a student is dealing with a canceled internship because the company or institution is closed, we do not have a ready-made solution now. Discussions are currently being held in the HU Community and nationally, including what solutions can be devised. We will let you know as soon as there is more clarity.
Programs can also choose to organize the internship differently, for example by developing adapted assignments.
Inflow flexible part-time suspended
Due to the government’s measures, the CMT has decided to suspend the planned start for students in the flexible part-time courses on 1 April 2020. The next intake date for participation in flexible part-time studies is provisionally set for 1 September 2020. In view of the developments, the intake of new students has also become a broader theme for which HU is preparing. Consider the discontinuation of the central exams and the earlier decisions regarding the intake of MBO students.
No events in HU buildings until June 1, 2020
In accordance with the new cabinet measures announced on Monday March 23, 2020, the HU extends the period in which no events can take place in the HU buildings, until June 1, 2020. This also applies to any planned activities of study programs and study associations.
Reset password and help with working from home
Resetting your password is possible from home. So you don’t have to be in a HU building. It is wise to use a VPN connection when doing so. You can change the password via Change Password.
Log-in consultation hours online education
We are happy to help you develop distance learning. We do this through instructions and tools, but also through daily question sessions. On working days between 13:00 and 13:30 you can log in to the teams meeting via this link. There you can ask questions and receive instructions or help with the development of remote learning.
Finally
We notice that everyone is now getting tired, that impatience and frustration are increasing, that we are worried about loved ones who are sick or what is happening around us. We want to try as much as possible to remove those concerns when it comes to your work and at the same time we also want to support you in this situation. We must also do this remotely. What you can do yourself is form an online community that, just like at the HU, is a place where you can work and catch up. Wherever you can tell your story or run out of all the hassle. HR service is also available for support.
Even now, let us not forget remotely and online that we as the HU Community are going through this difficult time together.
