Beste collega’s,

We zijn nu een week bezig om de gevolgen van de kabinetsmaatregelen tegen de verspreiding van het coronavirus voor onze studenten en voor jullie zelf zoveel mogelijk te beperken. Docenten, specialisten en de collega’s van de diensten van de HU zijn hard aan het werk om dit te realiseren. En we moeten elkaar ook niet vergeten: let goed op jezelf en op elkaar, houd contact, vraag elkaar ook vooral hoe het gaat en of je misschien iets voor elkaar kan betekenen. We kunnen er zo samen voor zorgen dat iedereen in beeld blijft.

Toch moeten we ook blijven benadrukken dat we dit allemaal doen omwille van de gezondheid en veiligheid. Blijf daarom ook de richtlijnen van het RIVM en het kabinet volgen, hoe lastig het soms ook is.
Een groot deel van het onderwijs hebben we nu op afstand georganiseerd en dat is een enorme prestatie. In korte tijd is er veel bereikt: een groot compliment voor de hele HU-gemeenschap! Ook merken we dat jullie goed gebruik maken van de online voorzieningen van de HU en dat jullie ook elkaar helpen door VPN efficiënt te gebruiken. Ook dat is een compliment waard.

Ondertussen zijn er natuurlijk veel vragen over toetsen, stages, het BSA (bindend studie advies) en het afstuderen. Veel vragen waarop de hogescholen via de VH (Vereniging Hogescholen) samen met het ministerie van Onderwijs, Cultuur en Wetenschappen (OCW) naar antwoorden zoeken. Inmiddels is er wat meer bekend over het BSA, stages, financiële ondersteuning voor studenten en de NSE (Nationale Studenten Enquête).

Oproep uitstel BSA

Het ministerie van OCW heeft de hogescholen verzocht het uitbrengen van een afwijzend bindend studieadvies uit te stellen naar het tweede studiejaar, gebruikmakend van de bestaande wettelijke mogelijkheid. Instellingen laten nu zoveel mogelijk het onderwijs en tentaminering doorgang vinden (in alternatieve vormen). Toch zal dit voor een deel van de opleidingen en studenten lastig zijn. Het kan daardoor gebeuren dat studenten door de coronacrisis vertraging oplopen waardoor zij de BSA-norm niet halen. Hoe dit voor de HU uitgewerkt gaat worden gaan we de komende dagen onderzoeken.

Stages

Zoals we vorige week hebben aangegeven kunnen stages volgens OCW blijven doorgaan, tenzij de werkgever in verband met corona(maatregelen) reden heeft om de stage te staken. De medische en zorgopleidingen en onderwijsvormen waarbij studenten in de vorm van stage of onderwijs werkzaam zijn in een zorginstelling, zoals een UMC, een algemeen ziekenhuis of extramurale zorginstelling, vormen een bijzondere categorie. Hier geldt dat het in sommige gevallen nodig is dat stagiaires en coassistenten naar huis gaan, omdat de zorginstelling zich primair op het zorgproces moet kunnen richten. En soms is het juist noodzakelijk dat stagiaires of coassistenten blijven, omdat zij een belangrijke bijdrage leveren aan de patiëntenzorg. De studenten die in deze situatie komen krijgen hierover meer informatie van de opleiding.

Aanmelddeadline voor studenten verschoven naar 1 juni

De reguliere aanmelddeadline voor studenten (1 mei) wordt verschoven naar 1 juni. Dit geeft ruimte aan studenten die zich door het coronavirus niet op tijd konden aanmelden. Het kan zijn dat bepaalde vormen van de studiekeuzecheck geen doorgang kunnen vinden, omdat deze vraagt om fysieke aanwezigheid van de student. Daarom vervalt het recht dat studenten hebben op een studiekeuzecheck voor die studenten die zich na 1 mei inschrijven. Er blijft wel een de inspanningsverplichting gelden en zo veel als mogelijk moet worden gezocht naar een alternatieve vorm van de studiekeuzecheck. Bijvoorbeeld door het afnemen van een digitale toets, een vragenlijst met een telefonisch gesprek of andere studiekeuzeactiviteiten waarvoor de student niet fysiek aanwezig hoeft te zijn. Wij gaan deze maatregel uitwerken voor operationalisatie binnen de HU en we communiceren hierover op een later moment.

Voorkomen moet worden dat een mbo-student volgend studiejaar niet aan zijn hbo-opleiding kan beginnen door een kleine studievertraging, die het gevolg is van deze coronacrisis. Het gaat dan om de mbo-student die door deze crisis nog één of enkele kleine vakken niet heeft kunnen afronden voor 1 september dan wel in de afronding van beroepspraktijkvorming zit en dat wel voor 1 januari 2021 kan doen. De hogeschool zal deze student toch al toelaten tot haar onderwijs. Na MBO-diplomering vindt dan formele inschrijving plaats; als het mbo-diploma niet voor 1 januari 2021 wordt behaald, zal de student alsnog van de HBO-opleiding af moeten. Hoe we de invoering van deze maatregelen mogelijk gaan maken, daarop komen we later terug.

Financiële effecten (voor studenten)

Door de coronamaatregelen kan het zich voordoen dat studenten acute financiële problemen krijgen, bijvoorbeeld doordat zij tijdelijk niet kunnen werken. DUO wijst in dit kader op de mogelijkheid om tijdelijk per maand meer te lenen. Dat kan ook met terugwerkende kracht, tot aan het begin van het studiejaar. Ook kunnen studenten nog collegegeldkrediet aanvragen. Zij kunnen dit zelf regelen in mijn DUO. Mocht dit onvoldoende zijn, kunnen studenten contact opnemen met DUO over de mogelijkheden. DUO betracht maximale coulance richting studenten die met financiële tegenslagen kampen door de coronamaatregelen.

NSE vervalt

Alle inspanningen van instellingen zijn op dit moment erop gericht dat het reguliere onderwijs zo goed als mogelijk doorgang kan vinden. Omdat het organiseren van de NSE ook om inspanningen van instellingen vraagt (aanleveren gegevens, promotie voor het invullen van de NSE, communicatie), is besloten de NSE van dit jaar geen doorgang te laten vinden. Een extra reden hierbij is dat de NSE van dit jaar gehouden zou worden in de periode van 20 april tot en met juni, waarbij er een groot risico zou zijn dat in de context van de uitzonderlijke maatregelen die nu genomen worden, de uitkomsten van de NSE niet valide zouden zijn.

Verder hebben de hogescholen en OCW gesproken over zaken als selectiedagen, internationale studenten en het onderzoek. Er zijn nog veel zaken die nog besproken en uitgewerkt moeten worden. Een crisis als deze is voor ons allemaal nieuw en we zullen met elkaar, hogescholen en de overheid, tot maatregelen en oplossingen moeten komen. Dit zal niet allemaal op korte termijn geregeld zijn.

Reminder: toetsen zijn in ontwikkeling

Voor de geplande en nog te houden toetsen zijn geen richtlijnen of maatregelen beschikbaar. De HU onderzoekt samen met docenten en specialisten voor alle opleidingen de mogelijkheden om toetsen op afstand te organiseren. Dat is geen gemakkelijke opdracht, want hoe zorgen we er voor dat het karakter en de functie van een toets behouden blijft? Daarnaast zijn er ook andere vormen van toetsen die op andere wijze worden afgenomen, die nu ook niet kunnen doorgaan. Ook daarover wordt nagedacht of en hoe het mogelijk is deze op afstand af te nemen.

Werken op afstand

We helpen je graag op weg met het werken vanuit huis. Dit doen we via instructies en hulpmiddelen, maar ook via dagelijkse vraagsessies. Tussen 13:00 en 14:00 uur kan je inloggen op de teams vergadering via deze link. Belangrijke oproep: gebruik de vergadertool ZOOM niet. We hebben hier geen overeenkomst mee en weten niet wat er met de data gebeurt. Als je vergadert via Teams en de camera niet nodig hebt, zet hem dan uit, dat komt de capaciteit van de bandbreedte ten goede. Als we dit net als het gebruik van VPN samen doen, dan houden we de dienstverlening en gebruik van onze digitale HU op peil.

Tot slot

Het is echt een heel onwerkelijk beeld: de campus is leeg, alle gebouwen zijn leeg en het is ontzettend stil. We missen jullie aanwezigheid, jullie energie en het geroezemoes. Daarom hebben we een hashtag in het leven geroepen: #wijzijnHU. Gebruik die hashtag op social media en laat ons zien waar je bent, hoe het met je gaat, hoe je nu werkt of met elkaar in contact bent. We zijn benieuwd en hopen jullie snel weer in het echt te zien!

En neem dit weekend ook echt even de tijd om uit te rusten en weer op te laden. Dat kunnen we allemaal goed gebruiken.

Dear colleagues,

We have been working for a week to minimize the consequences of the government’s measures against the spread of the coronavirus for our students and for yourself. Lecturers, specialists and the services of the HU are working hard to realize this. And we should not forget each other: pay attention to yourself and each other, keep in touch and ask each other how you are doing and whether you can do something for one another. In this way we can ensure that everyone stays in the picture.

However, we must also continue to emphasize that we are doing all this for the sake of health and safety. Therefore, continue to follow the guidelines of the RIVM and the Cabinet, no matter how difficult it is sometimes.

We have now organized a great deal of education remotely, which is an enormous achievement. A lot has been achieved in a short time: a big compliment to the entire HU Community! We also notice that you use the online facilities of the HU a great deal and that you also help each other by using VPN efficiently. That is also worth a compliment.

In the meantime, there are of course many questions about tests, internships, the BSA (binding study advice) and graduation. Many questions to which the Association of Universities of Applied Sciences (VH), together with the Ministry of Education, Culture and Science (OCW), are looking to answer. There is already some information available on the BSA, internships financial support for students and the NSE (national student enquiry).

Call for postponement of the BSA

The Ministry of Education, Culture and Science has requested the universities of applied sciences to postpone the issue of negative binding study advice (BSA) to the second academic year, using the existing statutory option. Institutions now allow education and examinations to proceed as far as possible (in alternative forms). However, this will be difficult for some of the study programs and students. As a result, students may experience delays due to the corona crisis, as a result of which they will not meet the BSA standard. We will investigate how this works out for the HU in the coming days.

Internships

As we indicated last week, according to OCW, internships can continue, unless the employer has reason to stop the internship because of corona (measures). The medical and healthcare courses and educational forms in which students work in a healthcare institution, in the form of an internship or education, such as a UMC, a general hospital or an extramural healthcare institution, form a special category. In this situation it applies that in some cases it is necessary for regular interns and medical interns to go home, because the care institution must be able to focus primarily on the care process. Sometimes it is necessary that regular and medical interns stay, because they make an important contribution to patient care. Students who get into this situation will receive more information about this from their study program.

Application deadline for students has been postponed to June 1

The regular registration deadline for students (May 1) is postponed to June 1. This gives possibilities to students who were unable to register on time due to the coronavirus. Certain forms of the Study Choice Check (SKC) may not be able to proceed, because they require the physical presence of the student. Therefore, the right to a Study Choice Check is cancelled for those students who register after May 1. However, an effort obligation will continue to apply and an alternative form of the study choice check must be sought as much as possible. For example, by taking a digital test, a questionnaire with a telephone conversation or other study choice activities for which the student does not have to be physically present. We will develop this measure for operationalization within the HU and we will communicate about this at a later time.

It must be prevented that an MBO student cannot start his HBO program next academic year due to a small study delay, which is the result of this corona crisis. This concerns MBO students who, due to this crisis, were still unable to complete one or a few small subjects before 1 September or are in the process of completing professional training and can do so before 1 January 2021. The HU will already admit this student to his or her education. Formal enrollment will then take place after MBO certification; if the MBO diploma is not obtained before 1 January 2021, the student will still have to leave the HBO program. We will come back to the way we are going to make these measures possible.

NSE (national student enquiry) will not take place

All efforts by institutions are currently aimed at ensuring that regular education can continue as well as possible. Because organizing the NSE also requires efforts by the institutions (supplying data, promotion for completing the NSE, communication), it was decided that this year’s NSE should be canceled. An additional reason is that this year’s NSE would be held in the period from April 20 to June, with a high risk that, in the context of the exceptional measures being taken, the results of the NSE would not be valid.

The Association of Universities of Applied Sciences also spoke to the Ministry of OCW about matters such as enrollments, selection days, international students and research. There are still many things that need to be discussed and worked out. A crisis like this is new for all of us and we will have to find measures and solutions together, universities of applied sciences and the government. Not all will be arranged in the short term.

Reminder: tests are under development

There are no guidelines or measures available for the planned and to be held tests. Together with lecturers and specialists for all study programs, the HU is investigating the possibilities of organizing remote tests. This is not an easy task, because we need to ensure that the character and function of a test is preserved. In addition, there are other forms of tests taken in other ways, which cannot be done now. We are also considering if and how it is possible to purchase it remotely.

Working remotely

We are happy to help you on your way with working from home. We do this through instructions and tools, but also through daily question sessions. You can log in to the team meeting between 13:00 and 14:00 via this link. Important call: do not use the ZOOM meeting tool. We have no agreement with this company and do not know what happens to the data. If you are meeting via Teams and don’t need the camera, turn it off, that will benefit the bandwidth capacity. If we do this together, just like using VPN, then we will maintain the service provision and use of our digital HU.

It is really a very unreal picture: the campus is empty, all buildings are empty and it is very quiet. We miss your presence, your energy and the buzz. That’s why we created a hashtag: #wijzijnHU.
